In accordance with the provisions of Article 9 of Law 4332/2015 (GG 76/Α/9-07-2015) “Amendment of provisions of Greek Nationality Code - Modification of Law 4521/2014 for the adjustment of the Greek legislation to the directives of the European Parliament and the 2011/98/ΕU Council regarding the single application submission procedure for granting third-country nationals a single residence and work permit in the territory of the Member State as well as regarding the common set of rights for third-country workers who legally reside in a Member State and the 2014/36/EU Council regarding the conditions for third-country nationals entering and residing with the aim of casual labour and other provisions”, the following is laid down:

Responsible Authority

A division entitled “Special Division for the Coordination and Management Programmes of the Asylum, Migration and Integration Fund and the Internal Security Fund and other resources” (henceforth S.D.CO.M.P.AMIF.ISF.O.R. ) has been established at the Ministry of Economy, Development and Tourism, under the Special Secretary AMIF.ISF.O.R. and was defined as the Responsible Authority for the period 2014-2020 for the management, implementation and control of the national programmes, according to the provisions of the Regulation (EU) 514/2014 of the European Parliament and of the Council, regarding the establishment of general provisions, concerning the Asylum, Migration and Integration Fund and the means for funding police cooperation, preventing and combating crime and crises management. National programmes are drawn up according to the special Regulations (EU) 513/2014, 515/2014 and 516/2014 of the European Parliament and of the Council for funding police cooperation, preventing and combating crime and crises management, the establishment within the framework of the Internal Security Fund of the means of the funding in the sector of external borders and Visa and the establishment of the Asylum, Migration and Integration Fund.

The S.D.CO.M.P.AMIF.ISF.O.R. exercises all of the responsibilities defined in the aforementioned Regulations for the Competent Authorities. The responsibilities of the European and Development Programs Division of Asylum, Reception and Integration (EDPD.A.R.I.), which is established with par. 6 of Article 9 of Law 4332/2015 (Α΄ 76), and the A2 Unit of the Special Division of the NSRF Strategic Structure of the Ministry of the Interior and Administrative Reconstruction (interior sector), which was established under Article 5 par. 5 (b) of Law 3614/2007 (Α΄ 267) and the joint ministerial decision 131/18.4.2008 (B’ 887), as it was renamed under Article 18 par. 4 of Law 4314/2014 (Α΄ 265) are transferred and exercised as of the publication herein by the S.D.CO.M.P.AMIF.ISF.O.R.

Delegated Authority

The European and Development Programs Division (EDPD) of the Ministry of the Interior and Administrative Reconstruction has been defined as the Delegated Authority of the more specific Regulations 516/2014, 515/2014, 513/2014 of the European Parliament and of the Council of 16 April 2014, as part of the broader Programme of the Asylum, Migration and Integration Fund and the Internal Security Fund for the period 2014-2020. It undertakes the exercise of part of the duties of the Responsible Authority in the sector of returns, external borders and internal security within the framework of the Asylum, Migration and Integration Fund and the Internal Security Fund, according to what is stated in par. 1c of the Article 25 of the Horizontal Regulation 514/2014 of the European Parliament and of the Council of 16 April 2014, as specified in Article 5 of the delegated Regulation (EU) no. 1042/2014. Regarding the exercise of its responsibilities mentioned above, EDPD is supervised by the General Secretary of Public Order.

Audit Authority

The Financial Audit Committee (FAC)/ General Directorate of Financial Audit of the General Secretariat of Fiscal Policy of the Ministry of Finance was appointed as an Audit Authority of par.1b of Article 25 of the Horizontal Regulation 514/2014 of the European Parliament and of the Council of 16 April 2014 for the period 2014-2020. The responsibilities of the Audit Authority are exercised according to Law 4314/2014 (Α΄ 265) and Articles 44 and 46 of the P.D. 111/2014 (Α΄ 178) .
