ESTABLISHMENT OF DIVISION

The European and Development Programs Division (EDPD) of the Ministry of Interior (Public Order and Citizen Protection Sector) was established in accordance with the Article 3 of Law 3938/2011 (GG 61, Α΄, 31-03-2011) and was responsible for managing and implementing the European programmes that concerned the financing of operational and developmental actions of the Ministry, as well as the coordination of the co-competent Divisions for the implementation of these actions.

Moreover, the EDPD was the Responsible National Authority for the implementation of the 574/2007/EC decisions of the European Parliament and of the Council of 23 May 2007, regarding the establishment of the European Fund of External Borders and the European Return Fund within the framework of the General Programme “Solidarity and Management of Migration Flows”.

In accordance with Article 9 of Law 4332/2015 (GG 76, Α’, 09-07-2015), our Division (EDPD) was firstly defined as a Delegated Authority for the specific Regulations 516/2014, 515/2014, 513/2014 of the European Parliament and of the Council of 16 April 2014, as part of the broader Programme of the Asylum, Migration and Integration Fund and the Internal Security Fund for the period 2014-2020, while Article 77 of Law 4375/2016 (GG 51, Α’, 03-04-2016), in which the new Responsible Authority was defined (Special Division for the Coordination and Management Programmes of the Asylum, Migration and Integration Fund and the Internal Security Fund and other resources, henceforth S.D.CO.M.P.AMIF.ISF.O.R.), also defined the EDPD as the Delegated Authority anew.

STRUCTURE - RESPONSIBILITIES

The structure of our Division is defined by Article 1 par. 2 of the no. 8000/20/45/199-d’ by the 07-09-2015 Joint Ministerial Decision (GG 1880 Β’) and consists of the Units below:

a) European Internal Security Fund - Borders and Visa / Programming and Evaluation Unit

b) European Internal Security Fund - Police / Programming and Evaluation Unit
c) European Internal Security Fund / Implementation, Reporting, Verification and Certification Unit

d) European Fund for Asylum, Migration and Integration / Programming and Evaluation Unit (Specific Objective: Return)

e) European Fund for Asylum, Migration and Integration / Programming and Evaluation Unit (Specific Objective: Return), and

f) Coordination and Support Unit.

STAFFING

The staffing of the Division is defined in Article 2 of the aforementioned Ministerial Decision (GG 1880 Β’), in which it is stipulated that it is staffed with police personnel of general and special duties, as well as with permanent or private law open-ended employment contract civilian personnel of the Hellenic Police. Personnel of both the Hellenic Coast Guard and the Ministry of Foreign Affairs may also be temporarily posted to the Division with a joint decision of the competent Ministers.
