EEA Financial mechanism

Felcome to the European Economic Area Financial Mechanism website. The European Economic Area Financial Mechanism was established within the framework of the European Economic Area and has been an EEA institution since 1994. Norway, Iceland, Liechtenstein and the 28 European Union Member States are EEA participating members. The European Economic Area (EEA) was established on 1 January 1994 following an agreement between the European Free Trade Association (EFTA) and the European Economic Community.

The primary objective of the EEA FM in the current programming period 2009-2014 is to contribute to the reduction of the social and economic disparities within the EEA and to strengthen the bilateral relations of the donor countries (Norway, Iceland, Liechtenstein) and the 16 beneficiary EU countries through financial contributions to the following priority areas:

1. Management and Environmental Protection

2. Climate Change and Renewable Energy Sources

3. Civil Society

4. Human and Social Development

5. Protection of cultural heritage

ASYLUM AND MIGRATION

As a beneficiary state through the programme GR-06 entitled “Capacity Building of National Asylum and Migration Management Systems” Greece aims at the upgrade of accommodation infrastructures and the Management of increasing migration flows for the programming period 2009-2014. In accordance with the Official Government Gazette of the Hellenic Republic 781/ Vol. B’/ 28-03-2014 Article 1 par. 22, the Norwegian Directorate of Immigration (UDI) is defined as Donor Programme Partner to offer expertise for the preparation or/and the implementation of a programme.

For the implementation of the European Economic Area Financial Mechanism programme of the period 2009-2014, the following entered into force:

a) The “Regulation on the implementation of the European Economic Area (EEA) Financial Mechanism 2009-2014”, as of 18.01.2011, as adopted by the Financial Mechanism Committee under Article 8.8 of Protocol 38b of the EEA Agreement, was amended and has since been in force and b) the Memorandum of Understanding between the Kingdom of Norway, the Republic of Iceland, the Principality of Liechtenstein and the Hellenic Republic, as amended and is currently in force as of 07.11.2011.

c) The as of 28.3.2014 Joint Ministerial Decision 12104/ SDM & ODPM 275 between the Deputy Minister of Finance and the Minister of Development & Competitiveness (GG 781/ Volume B’, 28-03-2014) for the “Establishment of a management and control system for the implementation of the European Economic Area Financial Mechanism (EEA FM) for the period 2009-2014 – Allocation of Resources” (hereafter referred to as Management and Control System) designates the European and Development Programs Division (EDPD) of the Ministry of the Interior and Administrative Reconstruction as the Programme Operator.

For the current programming period 2009-2014 GR-06 includes funding for the following actions:

1. Funding the operational costs of the First Reception and Identification Centre at the Evros Border Post

2. Assisting the Asylum Service

3. Funding the operational costs of the First Reception and Identification Centre on Lesvos island.

4. Funding the operational costs of two Reception and Identification Mobile Units

The decision to extend the programming period until 30 April 2017 was taken in May 2015.
